Pretty much since our cave
dwelling ancestors played a game with pieces of bone over who would get the mastodon
tenderloin, the definition of gambling was as simple as this: You bet your money
and you take your chances.
But leave it to the federal
government to complicate things: In 1988, the Indian Gaming Regulatory Act (IGRA)
was written to provide the framework for what type of gambling the Native American
tribes were going to be able to offer on their reservations.
